PROJECT BACKGROUND:
Donaldson Art Sign Company formerly operated a manufacturing facility on the property between the years 1914 and 1987. The facility was abandoned in the late 1980s following the bankruptcy of the business and of the bank holding the mortgage, quickly deteriorated and became blight on the community. In 1988 the USEPA spent $300,000 to mitigate the presence of asbestos, solvents, fuel oils, and other hazardous wastes and thereafter liens were held on the property by the IRS and USEPA. In 1990, a fire caused by arson further deteriorated the property. The property was taken over by the City of Covington in the 2000s. In 2007, Mr. Bob Perkins assisted the City of Covington in obtaining a USEPA Brownfield Cleanup Grant to further address property cleanup activities and promote redevelopment and generate new economic investment by creating market-ready sites including the former Donaldson Art Sign property.
OUTCOME:
Remove a blighted and hazard to the community and eliminated threats to human health and the environment. Reduce urban sprawl and provided a market ready site for future redevelopment.
